among troops on field service; and, although I am conscious of the great difficulty of applying a remedy to it, I cannot but urge the necessity of its consideration.

In actual service in India it is not unusual that the ground upon which troops encamp is marshy and sometimes completely covered with water,—a circumstancenot to be avoided, inasmuch as it depends upon the nature of the country and the seasons in which warlike operations are carried on; so that the soldier, after a long and fatiguing march, is sometimes necessarily exposed to. all the inconveniences of sleeping upon damp beds and in damp clothes during the greater part of, or perhaps the whole period of, the time in which he may be employed in the field. That this must prove a fertile source of disease among troops in the field cannot be doubted; and it would be an object, therefore, of the very first importance, if any plan could be devised to secure for the soldier, under such circumstances, a dry bed. Officers sleep on cots placed about two feet from the ground, which, in some measure, protects them from the damp; but they are equally exposed in every other respect. Straw is sometimes furnished to the men, but it is seldom found in sufficient quantity to supply bedding for soldiers in addition to forage for cattle. Various suggestions have been made,-such as the employment of oil-skin cases, india-rubber air-beds, &c.; but I fear that, unless something could be contrived in the shape of a cot, and raised a sufficient height above the ground, all other efforts must be useless. I am quite aware of the great difficulty of recommending any general system: much depends upon local circumstances, and much also upon the energy and activity of commanding-officersat the same time, I have no doubt, that effectual aid in this matter might be given to the commanding-officer by the government; and it is on this account I have ventured to allude to the subject. Although efficient arrangements may be attended with considerable expense, great advantage would result from them; and my object in stating the circumstance proceeds from a desire to notice every thing which appears important in relation to the preservation of the health and comfort of the troops, and consequently to the greater efficiency of the army.
