IN 1889 the Committee of the Cobden Club offered a prize of £50, to be awarded in the following year, for the best Essay on the subject of The Comparative Advantages to Produc tion of Tenancy, in any of its Various Forms, and Occupying Ownership. Of the essays offered the following was ad judged first in merit. As the information contained in it is varied and interesting, and the subject is still attracting the attention of Parliament, the Committee, in accordance with former practice, now present it to the public in a slightly abridged form.
