Be it enacted, etc., as follows:

SECTION 1. The chief of the bureau of statistics of Second clerk. labor is hereby authorized to employ a second clerk at a salary of thirteen hundred dollars per annum, to be computed from and after the first day of January in the year eighteen hundred and eighty-four.
