Our limits will not permit us to detail the arguments by which the meafure fuggefted is illuftrated and enforced: but it is no more than justice to fay, that, although the plan proposed by this writer may probably be attended with more difficulties than feem to occur to him, it is, at any rate, worthy of confideration; and this work contains many fuggeftions (particularly that of abolishing the fale of commiffions in the army) which entitle it to the notice of thofe to whom the decifion on these subjects belongs.
