Excerpt from Naval Policy: With Some Account of the Warships of the Principal Powers

Towards the end of January, 1896, there was issued - a year late - a Parliamentary Return of the naval strength of Great Britain and the other principal maritime Powers. Compiled, as we must presume, from the most authoritative sources by the most competent experts, it was intended for the informa tion of the men who have to vote our money for the one effective arm of defence we possess against foreign aggression. It is natural, and surely most essential to our health as a nation, that both Members of Parliament and their constituents should wish to be accurately and Clearly informed upon the exact strength of our Navy, and its relation to the strength of others. The Return in question was presumably issued to satisfy this most commendable curiosity. It is not necessary to reproduce it here, for one very good reason: that it can convey no information to anybody.
