This work was prepared under great difficulty. South African official publications are very poorly represented in libraries abroad- especially in the United States of America. There is, however, enough "light literature" or political literature on South Africa in a library like the Harvard Widener Memorial Library, and the Library of Congress buys plenty of South African official publications which might then be borrowed by students under certain conditions. Moreover, a South African "Hansard" will be of inestimable value to the research student abroad, I beg to acknowledge my gratitude especially to the following persons: The Hon. F. W.
