I move that the Secretary be instructed to cast the vote of the Association declaring them elected, and that they be invited to participate in the proceedings of the meeting.

The motion was adopted and the Secretary cast the vote of the Association for the nominees, whereupon the President declared them elected members of the Association.

The President then read his address.

The President:

The next order of business is the report of the Central Council, Henry Upson Sims, Esq., Chairman.

Mr. Sims:

Before going into that, it is probably best to make a motion that the address to be made by our eminent guest, Hon. Alfred P. Thom, be made a special order for 12 o'clock. I make that motion.

Motion adopted.

Mr. Sims:

The Secretary of the Association Association has requested the Central Council to make a report. While the By-Laws provide that no report shall be made by the Central Council unless required by the Association, it has seemed to this Council a wise move to give the Association a voluntary statement of our views and

Mr. Arrington:

Mr. W. T. Seibels, Chairman of that Committee, is Solicitor of Montgomery County, and busily engaged at this time. I have been requested to read the report of the committee.

REPORT OF EXECUTIVE COMMITTEE.

Mr. President and Gentlemen of the Association:

The Executive Committee beg leave to submit the following report relative to the affairs of the Association since the last annual meeting.

In accordance with the Constitution and By-Laws of the Association, the committee has held regular monthly meetings and transacted the business which came up before it.

The committee has examined the books and accounts of the Treasurer and found that all funds received by him have been properly accounted for and that the books have been correctly kept.

At the last annual meeting of the Association a resolution was adopted that the Executive Committee recast and present a proper By-Law as a substitute for subdivision 8 of By-Law VIII which relates to a Special Committee known as the Committee on Legislative Enactment. In the discussion before the Association, it developed that the Committee on Legislative Enactment had heretofore accomplished very little, and that the committee appointed by the President was often not in harmony with the proposed legislation; also that it had been the general custom for the President to appoint only members on the Legislative Enactment Committee who were members of the Legislature, and it was suggested that it might be better not to appoint on the said committee any one who was at that time member of the Legislature. We have thoroughly reviewed the matter and have arrived at the conclusion that it should be left discretionary with the President of the Association whether members of the Legislative Enactment Committee should be members of the Legislature or not. We have also prepared an amendment so that the President may appoint special committees, when he deems

proper, to urge the passage of any legislation proposed by the Association. The substitute that we have prepared and suggest for the present 8th sub-division of By-Law VIII, reads as follows:

A Special Committee on Legislative Enactment, shall be appointed by the President at the meeting next before each session of the Legislature, which shall be continued until the annual meeting after the next session of the Legislature, and it shall be the duty of said committee to present to the Legislature, all such bills, the enactment of which have been recommended by this Association.

The President may, whenever he deems it advisable, appoint as many special committes as he thinks proper, whose duty it shall be to promote the enactment by the Legislature of any bill or bills which have received the approval of this Association.

The Secretary of the Association, at the expense of the Association, shall furnish to each member of the Committee on Legislative Enactment and to each member of any special committee so appointed by the President, a copy of such bills as have been approved by the Association.

It shall be the duty of the Committee on Legislative Enactment and of the special committees to report to the Association next after the meeting of the Legislature.

The Association also referred to the Executive Committee some recommendations contained in a report of Judge Howze on Local Bar Associations.

The recommendations relate to a closer affiliation between this Association and the Local Bar Associations. After carefully going over the matter, we suggest the following By-Law:

'Each Local Bar Association may annually appoint delegates, not exceeding one for every five members, to the next meeting of the Association. Such delegates shall
